Civil Rights Compliance
According to federal guidelines, and to ensure equitable distribution
of federal vocational education funds, the Alaska Department of
Education & Early Development is required to review and monitor the state's
vocational education programs. "The mission of the Office for
Civil Rights is to ensure equal access to education and to promote
educational
excellence throughout
the nation through vigorous enforcement of civil rights" (OCR).
TITLE VI OF THE CIVIL RIGHTS ACT OF 1964:
"No person in the United States shall, on the ground of race,
color, or national origin, be excluded from, be denied the benefits
of, or be subjected to discrimination under any program or activity
receiving Federal financial assistance."
SECTION 504 OF THE REHABILITATION ACT OF 1973:
"No otherwise qualified handicapped individual . . . shall, solely
by reason of his or her handicap, be excluded from the participation
in, be denied the benefits of, or be subjected to discrimination
under any program or activity receiving Federal financial assistance."
TITLE IX OF THE EDUCATION AMENDMENTS OF 1972:
"No person . . . shall, on the basis of sex, be excluded from
participation in, be denied the benefits of, or be subjected to
discrimination under any education program or activity receiving
Federal financial assistance."
Age Discrimination Act of 1975:
"The Act prohibits discrimination on the basis of age in
programs or activities receiving Federal financial assistance.
The Act permits federally assisted programs or activities, and
recipients of Federal funds, to continue to use age distinctions
and factors other than age that meet the requirements of the Act."
Implementing Title II of the Americans with Disabilities Act
of 1990:
"No qualified individual with a disability shall, on the
basis of disability, be excluded from participation in or be denied
the benefits of the services, programs, or activities of a public
entity, or be subjected to discrimination by any public entity..."
