Data for Indicator 9 is collected from districts to determine whether or not they are appropriately identifying students for special education services.  Data is gathered from the school districts on the number of identified students and their ethnic backgrounds.  This data is used to determine whether certain ethnic groups are being identified at higher rates then other ethnic groups.
